PhD Candidate Felipe Bruno Martins Fernandes, who is currently enrolled in the Interdisciplinary Program in Gender Studies at Universidade Federal de Santa Catarina (Brazil), is currently in New York City as a Scholar-in-Residence (2009-10) at CUNY’s CLAGS (Center for Lesbian and Gay Studies Department).

In 2004, the Workers Party administration of President Luiz Inácio “Lula” da Silva launched “Brazil without Homophobia,” an unprecedented program calling for the adoption of public policies to combat homophobia across federal ministries.

This presentation will examine the agenda implemented by the Brazilian Ministry of Education, in which policies articulated various actors and institutions, including social movements, civil servants, and universities/academics. It will review major measures taken through vis-à-vis educational courses, seminars, the publication of teaching resources, evaluations, and national awards, as well as the political relations and tensions among these actors in the design and implementation of policies.
